 les organisations de défense des droits de l’Homme soussignées, saluons l’initiative lancée le 12 mars par le Secrétaire général des Nations Unies, Mr. Antonio Guterres, à l’occasion du 80ème anniversaire de la création des Nations Unies en 1945. Dans sa déclaration, il a souligné que le monde d’aujourd’hui est témoin d’ « attaques sans précédent contre les buts et principes de la Charte des Nations Unies, alors que les menaces de recours à la force – ou son utilisation effective – contre des Etats souverains se sont intensifiées, parallèlement à des violations du droit international, y compris du droit international humanitaire et du droit international des droits de l’Homme, ciblant des civils et des infrastructures civiles, à l’utilisation de la nourriture et de l’eau comme armes, et à l’érosion des droits de l’Homme ».

L’initiative a critiqué l’application sélective de la Charte des Nations Unies par certains acteurs, appelant à la fin de la « normalisation des violations de ses principes les plus fondamentaux » et exhortant la communauté internationale à « respecter le droit international et renouveler son engagement envers celui-ci – aussi bien en parole qu’en actes ». Elle a appelé à une plus grande adaptation à « un monde numérique multipolaire », à une plus grande ouverture à la société civile et à la jeunesse, à la modernisation des méthodes de travail, et à la mise en place d’une dynamique multilatérale solide, renouvelée, inclusive et interconnectée, adaptée aux exigences du 21ème siècle. L’initiative a réaffirmé l’engagement du monde envers le droit international et l’esprit et le texte de la Charte des Nations Unies en unissant les efforts en faveur de la paix, de la justice, et du progrès pour les peuples du monde.

Cette initiative vise à moderniser et démocratiser les structures, priorités, et processus des Nations Unies, afin d’assurer qu’elles demeurent rentables et conformes aux objectifs pour lesquels elles ont été créées.

A l’occasion du 80ème anniversaire de la création des Nations Unies, nous, les organisations de défense des droits de l’Homme soussignées, souhaitons réaffirmer les valeurs et principes de la Charte, qui s’exprime au nom des peuples du monde et découle de leurs aspirations à un monde dans lequel les Etats sont égaux, où règne la paix, et où la brutalité n’a pas sa place. Conformément à l’initiative du Secrétaire général Antonio Guterres, nous pensons que la poursuite de la justice, de l’égalité et de la liberté est une mission permanente. Nous appelons à l’intégration et à l’épanouissement des droits de l’Homme dans chaque village, ville et pays grâce à  la collaboration de tous les acteurs partageant cette vision – engagés à promouvoir un monde exempt de corruption, de pauvreté,  de famine, de maladie, de discrimination, de tyrannie, d’exploitation, et de guerre. Malheureusement, ces fléaux demeurent très répandus dans notre monde actuel, mettant l’humanité et toutes ses valeurs communes accumulées en péril et les soumettant à une épreuve difficile.

Compte tenu des souffrances endurées par l’humanité au lendemain des deux guerres mondiales – en raison de la colonisation et de la violation des droits des peuples et de la souveraineté des Etats – et reconnaissant que les Nations Unies et ses institutions, en raison de leurs déficiences structurelles et de leurs rapport de forces déséquilibrés, n’ont que rarement réussi à mettre fin ou à prévenir ces violations, les organisations soussignées demandent au Secrétaire général et au Haut-Commissaire aux droits de l’Homme de : 

  1. Réformer le système des droits de l’Homme des Nations Unies Vers la mise en place d’un cadre des droits de l’Homme équitable, efficace, réactif et efficient qui serve les intérêts des peuples du monde en garantissant leur droit à l’autodétermination et en promouvant la paix.
  2. Mettre en place un système international multilatéral plus représentatif, juste, équitable, flexible et responsable Dans lequel les Nations Unies occupent un rôle central, et les Etats souverains coopèrent afin de préserver la paix et la sécurité internationales, parvenir à un développement durable, promouvoir la démocratie, et protéger les droits de l’Homme et des peuples et les libertés fondamentales pour tous.
  3. Créer des mécanismes démocratiques et participatifs Limiter la domination de certaines grandes puissances qui utilisent leur droit de veto unilatéral pour violer les droits des peuples et maintenir leur contrôle sur leurs ressources. 
  4. Renforcer la mise en œuvre des résolutions de l’Assemblée générale Etant donné que l’Assemblée générale est plus représentative des Etats du monde que ne l’est le Conseil de sécurité.
  5. Mettre en place des mécanismes contraignants Pour garantir que tous les Etats se respectent et mettent en œuvre les résolutions des Nations Unies – en particulier celles affirmant les droits inaliénables du peuple Palestinien, notamment son droit au retour , à l’autodétermination, et à la création d’un Etat indépendant.
  6. Modifier les pouvoirs exécutifs qui dépendent actuellement du consensus des 5 membres permanents du Conseil de sécurité – en particulier le droit de veto.
