172 Zivilgesellschaftliche und menschenrechtliche Organisationen und Netzwerke  fordern ein Ende der humanitären Katastrophe im Jemen, die Aufhebung der Blockade und die Stiftung des Friedens unter den Jemeniten.

 

Die unten unterzeichnenden Zivil- und Menschenrechtsorganisationen äußern ihre Sorgen über die andauernde Verschlechterung des menschlichen Leides im Jemen. Seit acht Jahren vom Krieg und Blockade ist die Lage auf allen Ebenen katastrophal. Es mangelt auch an Hilfen, die nicht den Mindestanforderungen entsprechen. Mehr als 20 Millionen jemenitischen Bürgern sind wegen der Unterbrechung der Gehälter und der Fortsetzung der Beschränkungen für Häfen und Flughäfen vom Hunger bedroht.

Die Zahl der Opfer von Beschuss und Belagerung unter Kindern und Frauen binnen acht Jahren – laut Statistiken jemenitischer Menschenrechtsorganisationen –   überstieg 13.437 Tote und Verwundete. Die Zahl der toten Frauen und Kinder erreichte 6.312, darunter 2.436 Frauen und 3.876 Kinder. Die Zahl der verwundeten Frauen und Kinder beträgt 7.125 Verwundete, darunter 2.862 Frauen und 4.263 Kinder.

Die Zahl der Vertriebenen stieg bis Ende August 2022 auf 5.159.560 Vertriebene innerhalb von 740.122 Familien.  Laut einem UN-Bericht haben 60.000 Frauen ihre Ehemänner verloren. Es gibt 417.000 Familien im ganzen Jemen, die von Frauen versorgt werden. Darüber hinaus leiden fast 6,1 Millionen Schüler und Schülerinnen unter dem Zusammenbruch des Bildungssystems. Etwa 3.500 Schulen sind entweder zerstört oder beschädigt.  Es gibt auch 2,4 Millionen Kinder, die keine Schule besuchen. Die Zahl der Kinder, die ihre Bildung unterbrechen, könnte auf 6 Millionen Kinder ansteigen. Die Zahl der Menschen mit Behinderung stieg jetzt von 3 Millionen vor der Aggression auf 4,5 Millionen Menschen, darunter etwa 5.559 Kinder. Die Zahl der Betroffenen von den Überresten der Aggression stieg auf 4.000 unter den Zivilisten an, darunter etwa 131 Kinder, davon 25 Tote, und 26 Frauen.  Darüber hinaus leiden mehr als 2,3 Millionen Kinder unter fünf Jahren an Mangelernährung und 632.000 Kinder an schwerer akuter Mangelernährung, die im laufenden Jahr ihr Leben mit dem Tod bedroht.  Es gibt noch dazu mehr als 1,5 Millionen schwangere und stillende Frauen, die an Unterernährung leiden. Unter ihnen sind 650.495 Frauen mäßig unterernährt.

Es ist bekannt, dass alle zwei Stunden eine Frau und sechs Neugeborene an Komplikationen während der Schwangerschaft oder Geburt sterben. Die Zahl der Frauen, die während der Schwangerschaft oder Geburt ihr Leben verlieren können, wird auf etwa 17.000 Frauen geschätzt.

Die diese Erklärung unterzeichnenden Organisationen glauben daher, dass das menschliche Gewissen das Leiden des brüderlichen jemenitischen Volkes infolge von Krieg, Belagerung, Hunger, Krankheit und Tod nicht ignorieren darf. Es muss auch auf die wiederholenden humanitären Appelle reagiert werden, die von lebenswichtigen Sektoren im Jemen ausgehen und neuerdings auch vom Gesundheitssektor. Das ist notwendig, um eine echte Katastrophe abzuwenden, die das Leben von fünftausend Patienten mit Nierenversagen bedroht, da die Vorräte an Dialysemedikamenten zur Neige gehen. Es herrscht eine totale Lähmung des Gesundheitssystems, mit fortgesetzter Zugangsverweigerung für medizinische Geräte, notwendige Ersatzteile, Erste-Hilfe-Materialien und lebensrettende Medikamente, auf die Tausende von Patienten angewiesen sind, wie Krebspatienten, Nierentransplantationspatienten, Thalassämie, Diabetes, Herzpatienten und andere.  Dies gilt zusätzlich zu der anhaltenden Blockade und den Beschränkungen für Erdölprodukte, die von allen Dienstleistungssektoren benötigt werden.

Es ist eine menschliche Pflicht, dass die Welt heute nicht dies alles übersieht, angesichts der Fortsetzung des Krieges und der Blockade und ihrer weitreichenden Auswirkungen auf das jemenitische Volk, einschließlich der menschlichen Psyche, besonders bei den Kindern. Währenddessen sollten unmittelbare und dringende Maßnahmen ergriffen werden, um weitere humanitäre Katastrophen zu verhindern. Aus diesem Grund appellieren wir an die Vereinten Nationen, den Sicherheitsrat und den Menschenrechtsrat, das Internationale Komitee vom Roten Kreuz, die Weltgesundheitsorganisation, UNICEF, die UNESCO und andere betroffene internationale Organisationen, gemäß ihrer rechtlichen und humanitären Verantwortung daran zu arbeiten, diese drastische Verschlechterung der Wirtschafts- und Dienstleistungsbedingungen und die Ausbreitung von Krankheiten und Unterernährung zu stoppen, besonders unter den Kindern und Frauen in den meisten jemenitischen Provinzen. Man sollte nicht die Auswirkungen der Unterbrechung der Gehälter von mehr als einer Million jemenitischer Angestellten vergessen, die Millionen von Familien versorgen, die heute am Rande des Todes wegen des Hungers und der Krankheit stehen.

Die Unterbrechung der Gehälter sowie die Fortsetzung der Belagerung des Flughafens von Sanaa und des Hafens von Hudaida verschlimmerten das Leiden von Zivilisten und Patienten im Gesundheits-, Lebensmittel-, Industrie-, Handels-, Bildungssektor und in allen Dienstleistungssektoren aufgrund der Schwierigkeit des Imports und der Komplexität der Verfahren, die die Krise und das Leiden des jemenitischen Volkes weiter vertieften. 

Angesichts dieser Aufrufe und der Fortsetzung der schmerzlichen menschlichen Realität bekräftigen wir Folgendes:

  • Wir verurteilen den von den „Koalitionsländern“ geführten Krieg gegen den Jemen und fordern eine faire Entschädigung für die Zerstörungen und Verluste, die den Jemen in den letzten acht Jahren heimgesucht haben. 
  • Alle freien Menschen der Welt sollen dringend wirksam und positiv handeln, um die Aggression zu stoppen und die Zivilbevölkerung zu schützen. Eine unabhängige internationale Kommission ist auch zu bilden, die alle begangenen Verbrechen gegen das jemenitische Volk untersucht und alle daran Beteiligten zur Rechenschaft zieht.  Wir fordern auch die Bildung eines internationalen Expertenteams, um eine Untersuchung der Kriegsverbrechen, der Aggression gegen den Jemen und anderer Verletzungen des humanitären Völkerrechts in den letzten acht Jahren einzuleiten.
  • Die Koalitionsländer sind aufzufordern, die Gehälter der Angestellten in allen Provinzen schnell „ohne Diskriminierung“ zu zahlen und die Luft-See-Blockade aufzuheben, insbesondere auf dem internationalen Flughafen Sanaa und dem Hafen von Hudaida, als ein Zeichen des Friedens und ein Anfang, den Krieg gegen den Jemen zu beenden und auf die Grundbedürfnisse seiner Bevölkerung einzugehen.
  • Wir fordern die demokratischen Kräfte, Gewerkschaften und Organisationen der Zivilgesellschaft sowohl in den Vereinigten Staaten als auch in der Europäischen Union auf, Druck auf ihre Länder auszuüben, Waffenexporte in die Länder, die am Krieg gegen den Jemen teilnehmen, sofort einzustellen, um eine echte Chance für den Frieden zu bieten. 
  • Man soll sich weigern, die wahren Werte und Konzepte des Menschen- und Völkerrechts zu politisieren oder sie für materielle Interessen zu nutzen. Wir betonen auch, dass es notwendig ist, die Souveränität, Sicherheit, Stabilität und territoriale Integrität des Jemen zu respektieren.
  • Wir fordern, dass alle Gefangenen freigelassen werden, das Schicksal der Vermissten offengelegt und die Belagerung aufgehoben wird, sowie alle ausländischen Streitkräfte aus dem Jemen abgezogen werden. Weiteren Bemühungen müssen für den Friedensprozess und den Dialog zwischen dem Jemen einerseits und Saudi-Arabien und den VAE andererseits gegeben werden. 
  • Die Vereinten Nationen und ihres Gesandten im Jemen müssen ernsthaft handeln, damit die Zivilbevölkerung positiv bedient und ihr menschliches und wirtschaftliches Leid gelindert wird. Sie sollen dem Druck nicht nachgeben, der wirksame und dauerhafte Lösungen für das Leid verhindert und das Leiden verstärkt, das mehreren zehn Millionen Jemeniten zugefügt wurde. 
  • Alle jemenitischen Parteien sollten unter der Führung der Vereinten Nationen an einem jemenitisch-jemenitischen Dialogtisch sitzen, um sich auf friedliche Lösungen zu einigen, die die jemenitische Gesellschaft vor Konflikten schützen, die ihr soziales Gefüge zerreißen könnten. Die Lösungen sollen die Würde aller Jemeniten garantieren und auf den Prinzipien der international anerkannten Völkerrechte basieren, einschließlich der Grundsätze der Übergangsjustiz und der Nicht-Straffreiheit.
  • Das jemenitische Volk muss das Recht auf Selbstbestimmung ohne äußere Einmischung haben. Mit der Unterstützung und Überwachung der Vereinten Nationen sollten freie und faire Parlaments- und Präsidentschaftswahlen abgehalten werden.
